Why isn't there more hiring going on to rebuild Haiti?

Based on recent reports out of Haiti, more than $500 million of Haiti's international debt, half of the total, has been forgiven. Billions more have been pledged for short- and medium-term reconstruction.

Still, an estimated 1.5 million people, more than 15 percent of the population, remain without permanent housing. Many of them are in camps living in terrible conditions made worse by rain. Tens of thousands of children remain out of schools that were destroyed. Piles of rubble are everywhere. The tarps and tents rushed to the country after the quake will not last forever so rebuilding is inevitable.

The Obama administration's request for some $1.6 billion in additional aid for Haiti is pending in Congress. At the same time, the Haitian government, which has been overwhelmed by the size and scope of the disaster, is attempting to reassert itself in the administration of the country. Since so many property records were destroyed, construction is slowed until the establishment of a system by which property disputes can be adjudicated and land can be designated for new construction.

The country is still largely in a state of limbo without clear guidance and leadership. The U.S. Military is leaving and only 500 National Guardsmen will remain for three more months. And, to make matters worse, the Hurricane season should delay the start of major building projects.

But, the jobs are coming and many companies are planning their hiring and prescreening applicants so now is the time to be applying for positions, getting into the HR systems of companies, and preparing to travel to and work in Haiti for an extended period. We will keep you posted.
